Project Summary

The project addresses horizontal env. EC legislation objectives: Aarhus conv. on access to env. inf. & public participation on decision-making process in EU approximation of Western Balkans (WB); building operational, networking & monitoring capacity of rural cross-sectoral local partnerships on eco sensitive areas of Serbia (RS) & Albania (AL); stimulating sustainable dev. by enhancing nature protection management & flood prevention measures & economic impact basing on local community needs. It involves both LAs & NGOs from RS/AL & V4. Project is shaped to be beneficial: basing on EU Flood Directive; Aarhus Conv., focuses to deliver concrete results: e-tools for defined eco sensitive areas of env. alerts & visualization of spatial dev. strategy for nature & floodplains areas protection. 

Background Outline & Justification

The needs to be addressed stem from EU approximation progress reports for RS&AL on horizontal environmental EC legislation: Aarhus conv., flood prevention management, nature protection; despite national legislation amended to EU directives, no further implementations made; lack of spatial strategy dev. controlling land ownership structure or projected nature protection measures; lack of coordination between LAs & local communities; need for defining areas of flood risk & their protection strategy as crucial factor in spatial planning, economic structure & potential use according to local community needs (after May 2014 floods); Project presupposes public consultation events for RS & AL for community environmental assessment: area identification of floodplains & eco sensitive areas to manage natural retention with nature protection management & enhance economic impact and rural development & catalogue land ownership structure. Project impact extension is ensured by participation of experts in this field from Macedonia, Bosnia & Hercegovina, Montenegro (Ecologist’s movement of Macedonia DEM; Sana u srcu – BiH, Mrez?a za ruralni razvoj Crne Gore, ME) in study tour to V4 countries. Project builds grass-root capacity of RS & AL local NGOs & LAs to trigger local partnerships, increase access to information on env. & public participation in env. decisions concerning region, taking due account of needs (flood control measures, eco sensitive sites protection, economic impact, sustainable rural dev., possible tourism management). Participation of V4 LAGs/NGOs how-how is fully relevant: LAGs/NGOs located on eco sensitive areas, involved in sustainable rural dev.; coherence with AL & RS NGOs/LAs partners from protected areas: Gorne Podunavlje 9RS) & Prespa Lake (AL). Project draws on EU regulations: Directive 2003/4/EC on public access to environmental information, Flood Directive no 2007/60/EC, EIA Directive 85/337/EC, SEA Directive 2001/42/EC. Project is practical: to be dev. ready to use e-tools of public consultation over env. issues (for LAs & NGOs communication); visualization of spatial dev. strategies for RS&AL drawing on V4 best practices in eco sensitive sites protection & flood protection measures & land ownership structure. Dissemination & conferences & targeted PR will enable extended networking & multiplication effect.

Project answers to the problems defined in Progress Reports for RS & AL in EU approximation process in env.: implement. of EIA & SEA & improving flood prevention measurement. Impact on eco sensitive areas & their management & protection strategies is relevant with WB partners needs & V4 partners know-how: Gorne Podunavlje (RS), Prespa Lake (AL), & SK/CZ/HU LAGs on rural areas. Dev. of e-tools for defined areas for RS & AL will be beneficial in three ways: eco sensitive areas protection & flood control management & economic impact: models of dev., sustainability, land use. Consultations & workshops involving participation of rep. from over WB countries: RS, AL & participation of 3 experts during V4 study tour from MK, BiH & ME lead to extension of regional cooperation on env. issues. 

Target groups & final beneficiaries:

Direct Beneficiaries: 20 rep. of 1st workshop session/consultation event in RS & 2nd same event in AL, incl. rep. of 2 partner NGOs & 2 LA (Sombor, RS & Korc?a, AL), rep. of 20 other NGO/LA from AL/RS; same number of rep. AL present at the dissemination conference in RS & AL 6 rep. of V4 study tour: rep. of 2 partner NGOs & LA from RS & AL + 3 experts in relevant field invited from other WB countries (MK/BiH/ME) Target Groups: rural CSOs/NGOs/LAa from AL/RS; Final Beneficiaries: rural population of WB which may take advantage of e-tool and visualization of spatial dev. strategy, helping in protection of eco sensitive sites & floodplains management, sustainable dev., economic impact & increasing tourist attractiveness of region
