Background of the applicant

EMM was est. in 1990, on a wave of change, as a grass-root, non-governmental, non-profit organization to raise the awareness about the environment in Moldavian society, ensure sustainable growth, access to public information, control and participation on environment, public space & spatial planning (both urban and rural). Our current (2015) mid/long-term goal is to is to activate & empower local, non-metropolitan communities in MD, especially disfranchised and young thereof, to be involved in local/central decision making (ENVI-focused et al.), seeing they own direct stake in the process: what requires tools, trust, tangible actions.    

EMM possess huge & tangible experienced in project's scope: monitoring/public consultations (e.g. EMM was involved in transposition of Aarhus Con. in MD, laws on access to pub info/forestry/water management, org. various case oriented pub. consultations, including on controversial issues e.g. Chisinau Master Plan, illegal logging-forestry, transparency of land policy in eco-sensitive zones, accessibility of public space); EEM commends extended network of partners in focal area, Calarasi (EEM branch, CSOs, informal youth org., public stakeholders: NP, forestry, Ministry of ENVI+Reg DEV+Constr + Agri, LAPs), past projects, local insight & trust.

EEM implemented directly several UN org. projects e.g.: GEF/UNDP/EP projects, most recently GEF/SGP on Biodiversity Conservation in the Middle Prut, 2015, entailing public consultations component, further WB SGP, UNDP; In parallel EEM was involved in a couple of UN org. founded sectoral & TA projects as the civil stakeholder: Aarhus/public access & involvement on ENVI, forestry, spatial planning in MD (WB), master & spatial planning (WB & UNDP), water, energy eff., biodiversity (EU,UNDP,UNECE);

EEM has 10 regional organizations and 15 affiliated organizations. EEM is a member of the International Union for Conservation of Nature. The movement is national representative of the Center "Naturopa" of the Council of Europe and United Nations Environment Programme of the United Nations. The newspaper of EEM is "Natura": only ENVI focused in MD + ecopresa.md;In 2014, EEM had 8,000 active members in MD and within the MD diaspora (RO, ITA, ESP, PORT, HU, US, DE).

Project Summary

he project creates innovative e-tool for citizen monitoring in MD. It tests various formulas of public consultations: both virtual and live, held with local community and architects – charrette. It stimulates LPAs, local community & NGO through joint (under the supervision of tutors) realization of element endorsed in consultations (Life LAB). Needs-focused project fund-raising for NGO&LA (via expert assisted project generator) ensures expansion & sustainability of focused social involvement.    

Background Outline & Justification

MD witnesses a momentum of political and social upheaval. The public policy making is regarded as meaningless, democracy as mimicry/façade, especially amongst young and the non-metropolitan communities. Massive fraud, scandals, corruption and poverty prompted unprecedented movement of protest, involving those hitherto indifferent, young & seniors, even PDWs (wchair protests). The project aims to translate this civil mobilisation into transparent, participative, tangible long action. 

The public space in Calarasi is chaotic & results from the unclear division of competencies, lack of resources (both HR and FIN) & consultations as well as urban planning is simply no-existent (while envisaged under law of 2013; Calarasi Mater Plan to be dev. in 2016/17; EEM will ensure project's results/methods to be duly taken into account). Lack of the sense of responsibility for public space leads to its degeneration & neglect. Ad hoc revitalization actions being undertaken, they are top-down and superficial (leaded rather by Min.), more with potential tourists in mind than actual residents (public space is not adjusted to the needs of the elderly, disabled, mothers). The community (e.g. young & PWDs), along LA (the recently reconfirmed) , are interested in engagement but there is no experience & viable instrument of public consult. The project responds to this problem by providing an effective instrument of consultations & participation on public space making, i.e. creates an opportunity for citizens to report the alerts to LA, while CSOs will monitor LA’s reaction & joint ranks to address. Envisaged pilot public consult.+ implementation (charrette +Life Lab) of the ideas coming up during consult. is the 1st such undertaking in MD. The public space quality is a issue a common interest, change is visible (demo object/s -results of Life Lab), what contributes to partial regaining of a trust in public sphere in turbulent MD.

The project enables local community to test various public consultation/monitoring tools and innovative methods of civil engagement in MD, thus getting young & disfranchised involved in actions for the sake of small town and promoting LA-CSO cooperation.

Gender Considerations - Gender considerations are taken into account in the project design

Explain - An equal number of male and female participants of architectural/fundraising/project development workshops will be ensured. Moreover, the formula of e-tool and on-line public consultations allows great flexibility and, therefore, is mother-friendly.

Marginalized or Vulnerable Groups - Addressing the needs of marginalized or vulnerable groups is a key objective of the project.

Explain - The project involve & empowers the vulnerable (young/PWDs/mothers/elders) to use the citizen monitoring e-tool to report problems such as lack of accessibility thus inform, participate and further put pressure on LA and CSOs to address. The on-line system is easy to use

 

Project monitoring & evaluation

Evaluation will be based on questionnaires filled in after each stage; attendance lists; Internet statistics/ref. in social media; project materials. Upon the project's completion a final evaluation report will be drafted which will assess project implement., its effectiveness & usefulness, participants’ involvement & the subject-matter, organizational and financial sides of the project. The report will determine further cooperation & factors contributing to the project's sustainability.
